Yet many SMEs struggle to access the expertise, research capacity, and resources needed to bring new ideas to life. That’s where the Ontario Collaborative Innovation Platform (OCIP) comes in. 

The evolution of OCIP: Matchmaker for innovation 

OCIP is a matchmaking platform that connects businesses and organizations with expert researchers at Ontario’s colleges, universities, and Indigenous institutes. Its purpose is simple but powerful: help businesses take the first step into innovation by lowering barriers, reducing risk, and opening doors to research and development partnerships. 

How it started 

2019–2020 — A pandemic‑era pilot 

 OCIP began as a pilot project connecting the City of Toronto with eight academic institutions in the GTA. The goal was to tap into academic expertise to address urgent COVID‑19 challenges and support the city’s response efforts. 

2021–2022 — The Toronto Collaborative Platform (TOCP) 

 Building on early success, the City of Toronto and eCampusOntario launched TOCP to deepen collaboration between municipal teams and higher education researchers. 

2023 — Expansion across Ontario 

 As eCampusOntario’s membership grew, TOCP evolved into the Ontario Collaborative Innovation Platform (OCIP). A new voucher program was launched, offering entrepreneurs $3,000 of in‑kind support to offset the cost of academic consulting. The focus: supporting rural, northern, Indigenous, and other underrepresented businesses. 

2024 — Continued growth and inclusion 

 Project submissions doubled, and the voucher program expanded to include women‑led businesses. 

2025 — OCIP.ai and the next generation of innovation tools 

 This year marks a major leap forward with the launch of OCIP.ai, featuring an AI‑powered Innovation Advisor and a suite of tools to help businesses navigate research partnerships more easily. 

OCIP also established 20 key channel partnerships across the innovation ecosystem and issued 30 vouchers supporting all equity‑deserving groups as defined under the Employment Equity Act. 

A nation-building opportunity has arrived 

OCIP has now supported more than 150 innovation challenges, with over half advancing into full‑scale research projects. These collaborations are accelerating ideas from concept to real‑world impact—strengthening Ontario’s innovation capacity and supporting economic development across the province. 

The voucher program continues to expand, lowering barriers for SMEs to collaborate with colleges, universities, and Indigenous institutes. As OCIP looks ahead, its goals are clear: 

  • Strengthen collaboration between businesses and higher education 
  • Support dual‑use research opportunities 
  • Boost skilling and workforce development across Canada 
  • Create new job opportunities for youth 
  • Build a more resilient, competitive Canadian economy
